Have you checked the logs?  What error are you getting?

If you want us to take a closer look, we will also need to know which application you are referring to.

Hi,
I have the same problem and in addition, I cannot even delete the app.

This is in the haproxy log:

[WARNING] 232/092535 (213601) : Server express/gear-53adce49e0b8cd8dfa000070-b57 is DOWN, reason: Layer4 connection problem, info: "Connection refused", check duration: 2ms. 1 active and 0 backup servers left. 0 sessions active, 0 requeued, 0 remaining in queue.
[WARNING] 232/092536 (213601) : Server express/local-gear is DOWN, reason: Layer4 connection problem, info: "Connection refused", check duration: 0ms. 0 active and 0 backup servers left. 0 sessions active, 0 requeued, 0 remaining in queue.
[ALERT] 232/092536 (213601) : proxy 'express' has no server available!

The gear in question - 53adce49e0b8cd8dfa000070 - seems to no longer be present in the file system. 

Attempting to restart from the web control panel gives this error :

could not open session
Failed to execute: 'control update-cluster' for /var/lib/openshift/53ad6f9ce0b8cd2f15000012/haproxy

sorry,I almost forget it.I use putty or creat a new application to solve this issues.you can close this bug report

I never was able to restart or close the app myself. I finally got someone at Openshift to delete it - or it finally deleted itself - not sure which, but it's sorted out now.
