Description of problem:
There is a discrepancy between resource and group plugin config (Connection Settings). For resource, it is on the bottom of the screen and for group it is on the top.

4.13.0-SNAPSHOT


How reproducible:
always


Steps to Reproduce:
1. go to RHQ Storage Nodes autogroup -> Inventory -> Connection Settings
2. go to RHQ Storage Node resource -> Inventory -> Connection Settings
3. compare 1) and 2)

Actual results:
save buttons are on different places


Expected results:
the save button should be on the bottom of the page for both contexts


Additional info:
also the button should be blue
