Description of problem:
The list of associated installation media is empty when a Location is set.

Steps to Reproduce:
1. Import and OS and Installation media
2. Create a location
3. Select location
4. Goto OS and click OS release
5. Select Installation Media tab

Actual results:
No installation media shown


Expected results:
Installation media are shown and can be selected also if a location is selected

Installation media should be associated with a selected location and organization too.
Is there any installation media associated with the location that was selected? You can check that easily by going to "Installation media" with the location context already selected. You should see only media that was associated with this location.

Verified that setting the location on the installation media afterwards works. 

The issue is then that it simply has to "work out-of-the-box" for a good user experience. The installation media are already automatically imported by Katello when the RedHat repositories are selected without user interaction.
The user shall then also expect that these are available for use without requiring many (selecting Any Location,open each media, open for each media the Location tab and select the locations) steps to associate it with every location.

My proposal is to have Katello make the installation media by default available to every (existing and future) locations. Only when the user really wants to filter by location he has to disable this "all" mode and select the locations to filter.

Still not working in Sat6.1.0 out-of-the-box for the standard redhat kickstart repositories

The main issue is described in 1337894. The Katello part does not have knowledge of locations. But when you want to use it in Foreman provisioning then the location is an important element regarding visibility for hosts.

This is fixed by using the Sync Content (medium_id: null)
