Description of problem:
Why rpm package needs some devel package ?

Version-Release number of selected component (if applicable):
# rpm -qa | grep rpm
rpm-build-4.2.2-0.8
rpm-devel-4.2.2-0.8
rpm-python-4.2.2-0.8
rpm-4.2.2-0.8

Steps to Reproduce:
# rpm -Uvh rpm-4.3-0.7.i386.rpm                     
error: Failed dependencies:
        beecrypt-devel >= 3.0.1 is needed by rpm-4.3-0.7

Over zealous cut-n-paste.

Fixed in CVS, should be in rpm-4.3-0.8 when built.
