"redhat-access-plugin-rhsc" package is not getting updated during RHSC 2.1 U4 to RHSC 3.0 upgrade

I think this bug got introduced due to the fix provided in 1127743 & 1093824 in which "redhat-access-plugin" is made version locked.

How reproducible: 100%


Steps to Reproduce:
1. Install RHSC 2.1 U4 packages and run "rhsc-setup"
2. Enable RHSC 3.0 channel and run "yum update rhsc-setup"
3. Now run "rhsc-setup" to upgrade rhsc from 2.1 to 3.0 and see the version of "redhat-access-plugin-rhsc".

Actual results: As part of upgrade, rhsc-setup updates all the related packages except "redhat-access-plugin-rhsc". This ends up running the 2.1 version of "redhat-access-plugin-rhsc" tool in 3.0 version of RHSC.


Expected results: Since "redhat-access-plugin-rhsc" is now version locked, 'rhsc-setup' should take care of updating "redhat-access-plugin-rhsc" as well along with the other pakcages.

Fixed in engine-setup to have additional entry for redhat-access-plugin-rhsc in the PACKAGE_UPGRADE_LIST as well.
