Description of problem:
g-i-s does not show on first login if a user was created during installation.

gnome-initial-setup-3.13.4-3.fc21

How reproducible:
Always

Steps to Reproduce:
1. Install the F21 Live Workstation
2. Create a user during installation
3. Log in with created user

Actual results:
Desktop shows with no g-i-s

Expected results:
g-i-s pops up after initial login

Additional info:
Tested this with both x86_64 and i386.

See also https://bugzilla.redhat.com/show_bug.cgi?id=1116316 - these are probably dupes, just need to confirm if Jens is creating a user account during anaconda or not.
