Description of problem:
Radeapclient is not available



Version-Release number of selected component (if applicable):
freeradius-3.0.1-6.el7

How reproducible:
always

Steps to Reproduce:
1.radtest -t eap-md5 ...

Actual results:
radtest: No 'radeapclient' program was found.  Cannot perform EAP-MD5.

Expected results:
radtest -t eap-md5 should work

The build of radeapclient was re-enabled in v3.0.3 so it can be installed and the option will work again. Re-basing on v3.0.3 or v3.0.4 will fix this.

Giving ack since we already plan the rebase and rebase will fix it.
