Description of problem:
HTTPSManagementInterfaceTestCase.testHTTPS and HTTPSWebConnectorTestCase.testVerifyingConnector fails on Windows and HP-UX

Actual results:
HTTPSManagementInterfaceTestCase.testHTTPS and HTTPSWebConnectorTestCase.testVerifyingConnector fails on Windows and HP-UX

Expected results:
All tests should pass
