Description of problem:
There should be a Reset button for cases such as when machine is in the BIOS or has crashed, otherwise the user needs to first Power off the VM and then Run it.  This option exists in both VMware products and in VirtualBox and is heavily used (at least in my experience with VMware).

Please be aware that this option is different from the Reboot option which is provided by oVirt today and is equivalent to the OS reboot

There is a feature planned for 3.6 to have this, the title a little different, but it is to provide this reboot capability. look at bug 1054070
