Description of problem:
A build of mate-applets-1.8.0-5.fc21 failed with 'Error: No Package found for kernel-tools-libs-devel'. 
kernel-3.16.1-301.fc21 doesn't have kernel-tools-libs subpackages for ppc64le.

ppc64le was added with the "with_tools" switch explicitly set to 0 in bug 1073102.  I can try and toggle it back on, but we might face other build failures.

Yeah.  Unsurprisingly, perf fails to build.
