Message on repository dialogue box needs modification when repository is disabled by configuration

Steps to Reproduce:
1.Register the client to candlepin
2.subscription-manager config --rhsm.manage_repos 0
3.Attach the subscriptions 
4.subscription-manager repos --list
Repositories disabled by configuration.
5.subscription-manager-gui
6.open repository dialogue


Actual results:
See the attachment

Expected results:
Message should be "Repositories disabled by configuration."

Fixed by csnyder 2014-09-19 in commit 48dbfbd928fc6cf51d3142a087e97cce6fdd39f7.  This fix should therefore be available in all subscription-manager versions past subscription-manager-1.13.3.
