Next Restart Configuration screen

Description of problem:
"Next Restart configuration" screen has "NEXT RESTART" and should simplify what is actually needed.  In general, we shouldn't use all upper case characters as with "NEXT RESTART". It looks like the configuration changes only take affect when the VM is fully powered off and then restarted, the text should take this into account.

Steps to Reproduce:
1. Change the guaranteed memory of a running VM

Actual results:
Next Restart Configuration dialog comes up, text change requested on the screen

Expected results:
NEXT RESTART -> Next Restart OR the full sentence
Some of the changes will be applied after the NEXT RESTART -> Some of the changes will only be applied after the next machine Run

Additional info:
Note that the tooltip on the Desktop/Server icon lists Desktop/Server with newer configuration for next run.  Changing the dialog name to list next Run would be helpful
