It's now possible to define multiple backends for cinder. The configuration option CONFIG_CINDER_BACKEND is now a comma separated ordered list of the Cinder backends to use.

It should be possible to define more than one cinder backend in packstack in order to be able to choose volume type during volume creation. Yet this change should be backwards compatible with old configs.
