Description of problem:

2014-09-11 22:52:28.218 416 CRITICAL neutron [-] OperationalError: (OperationalError) (2003, "Can't connect to MySQL server on '172.16.32.22' (101)") None None

See the attached logs 
/var/log/neutron/server.log


Update:
After a closer inspection of the logs, it looks like neutron-server initially does connect to mysql.  Neutron-server is unable to connect after a reboot of server after an install.

Recreate:
1. install packstack --allinone
2. check services, should be ok
3. reboot
4. check services, neutron is unable to connect to mysql

This may be a mysql bug
