allow access to wsgi file

Description of problem:
graphite-web ships a default Apache httpd vhost config. This config generates a 404 error which makes graphite unusable. The wsgi file  /usr/share/graphite/graphite-web.wsgi is not accessible. Attached is a proposed patch which allows access to the wsgi file from localhost.

Steps to Reproduce:
1. # dnf install graphite-web
2. open browser to http://graphite-web and get a 404 forbidden
3.

404 forbidden

* should fix your issue,
* was pushed to the Fedora 20 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing graphite-web-0.9.12-8.fc20 python-carbon-0.9.12-6.fc20 python-whisper-0.9.12-4.fc20'
as soon as you are able to.
