Description of problem:
Creating unattached storage domain (DC = none) fails with "Cannot add Storage. Storage format V3 is not supported on the selected host version"

vt3.1

How reproducible:
100%

Steps to Reproduce:
1. create unattached storage domain
2.
3.

Actual results:
fail with "Cannot add Storage. Storage format V3 is not supported on the selected host version"

Expected results:
should create the SD

I've tried to reproduce and it works correctly, it seems that the host you try to run this operation with is attached to a pool with compatibility version that does not support storage format V3 (i.e. compatibility version 3.0), can you please check if that is true?

Try to create new storage Domain when no DC configured in the setup (even not the default)

Ok, this is not a regression in that case, reducing severity also since this is a corner case

this bug was moved to MODIFIED before vt4 build date thus moving to ON_QA.
if you belive this bug isn't in vt4, please report to rhev-integ

Managed to create an unattched domain while there were no DCs in the setup.

Verified using rhev3.5 vt4
rhevm-3.5.0-0.13.beta.el6ev.noarch
