Description of problem:
Unsubscribe is broken when system is not registered.

How reproducible:
Always

Steps to Reproduce:
1. subscription manager should be unregisered.
2. import a valid cert
3. try unsubscribing the new subscription

Actual results:
On clicking remove, the subscription is "NOT" removed.

Expected results:
The subscription should be removed when unsubscribe is clicked.
