Added a configuration option for a timeout where the console waits for several background requests to the broker.

Tested on devenv_5222, the timeout can be set in the console.conf which can avoid the above issue, so verify this bug, thanks.

The timeout setting is available already (also downstream, e.g. bug 1140289 for enterprise) so I believe this bugzilla should be closed.
