Additional info:
No such issue with rhev-hypervisor7-7.0-20140904.0.el7ev, so it is a 
regression bug.

Test version:
rhev-hypervisor7-7.0-20141107.0.iso
ovirt-node-3.1.0-0.25.20141107gitf6dc7b9.el7.noarch

Test steps:
1. Clean install rhev-hypervisor7-7.0-20141107.0.iso from CDROM+ TUI
2. Then upgrade rhev-hypervisor7-7.0-20141107.0.iso into itself.

Test result:
Shown <Reinstall 7.0-20141107.0.el7ev> in welcome_page during upgrade rhev-hypervisor7-7.0-20141107.0.iso into itself

so this bug has been fixed in in rhevh 7.0 for RHEV 3.5 bulid version, change the status into "VERIFIED"
