Description of problem:
As setup by the filesystem package, there is the /usr/lib/debug/usr directory and then sym links for bin->usr/bin, sbin->usr/sbin, lib->usr/lib, and lib64->usr/lib64.  However, glibc-common-debuginfo is screwing this up and the glibc-common-debuginfo package is removing the sbin symlink and replacing it with a sbin directory.

* should fix your issue,
* was pushed to the Fedora 21 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing glibc-2.20-3.fc21'
as soon as you are able to.
