How reproducible:
100%.

Steps to Reproduce:
1.Enter a run detail page, in which it has no cc.
https://tcms.app.qa.eng.nay.redhat.com/run/155046/
2.Add a cc to this run.
3.Inspect the cc area in run detail page.

Actual results:
There are two 'add cc' link show in page.

Expected results:
There is one 'add cc' link show in page.

verify on devel server with 3.8.11-2----->pass
verify steps are the same as the description.
