Description of problem:

sugar-cp-modemconfiguration can't show the modem countries and providers
if don't have the database packaged in mobile-broadband-provider-info

Usually that package is already included in Gnome, 
but when deployments create a image only with Sugar,
they found the problem.

In rawhide, will push to F-21, do you want an update in F-20 too?

Package sugar-0.102.0-3.fc21:
* should fix your issue,
* was pushed to the Fedora 21 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing sugar-0.102.0-3.fc21'
as soon as you are able to.
