Description of problem:
Plugins installed from RPMs are listed as istalled in web UI, and can be uninstalled too. However after restarting jenkins with systemctl uninstalled plugins are restored.

I thing that uninstallation of lugins installed from RPMs should be prevented in the first place. If not, then once uninstalled they shouldn't be loaded by jenkins after restart.

Steps to Reproduce:
1. install jenkins
2. go to update center and uninstall junit plugin
3. restart jenkins

Actual results:
junit plugin is installed

Expected results:
either junit plugin cannot be unitstalled
or junit plugin is not installed afrer restart
