I can confirm this bug. There is a clearly a problem with the package, as those files are supposed to be in the devel rpm. Actually moving those files into a doc package might be an even better idea.

* was pushed to the Fedora 21 testing repository,
* should be available at your local mirror within two days.
Update it with:
