Description of problem:
Cannot move dialog windows across the entire top area

How reproducible:
100%

Steps to Reproduce:
1. Open any dialog window such as the New Data Center dialog
2. Attempt to move the dialog across the screen using the top area

Actual results:
Attempting to move the dialog using the area next to the dialog text, on the text or around the Red Hat icon doesn’t allow moving the dialog

Expected results:
The entire top area of the dialog should allow the dialog to be moved, at least anything outside of the Red Hat icon.  Adding a move icon around the allowed area would be helpful as not all end-users will realize this option exists

we had an issue with dragging dialogs already documented in bug 1139634, will be resolved in vt5. 
the Red Hat icon is going to be removed in the context of bug 1144461.
