Description of problem:

A privileged  user should be able to change the job/recipe priority from the cmd line, e.g. with something like 
  bkr job-modify --priority=high ...

We can revisit this patch now that we are adding a complete set of JSON APIs for jobs/recipe sets/recipes in Beaker 22.
