Description of problem:
In Administer>Settings>Puppet the values for both "default_location"  and "default_organization" are free text fields. They should be drop downs to prevent human error.

Steps to Reproduce:
1. Go to Administer->Settings->Puppet
2. Note that default_location & default_organization are free-form text fields.
