Description of problem:

Mantis uses set_include_path() and therefore the system-wide php-mailer module can not be loaded when accessing the API.

How reproducible:

Access https://localhost/mantis/api/soap/mantisconnect.php?wsdl -->

Actual results:

SYSTEM WARNING: 'require_once(PHPMailer/class.phpmailer.php): failed to open stream: No such file or directory' in '/usr/share/mantis/core/email_api.php' line 56

Upstream has removed the invocation, see:

This bug appears to have been reported against 'rawhide' during the Fedora 22 development cycle.
Changing version to '22'.
