Handler Attribute add button should be disabled if no Handler is selected

How to reproduce:

1) add Federation and IDP
2) in console select this federation
3) click SAML handlers 
4) add Handler Attribute without previously adding any handlers

expected result: Add button is not active
actual result: upon filling in the form an error message is displayed
