Description of problem:
QDox is being updated to new major version (2.0) and maven-javadoc-plugin needs to be ported to work with this version.

Only javadoc:fix MOJO uses QDox. I attempted to port it to the new QDox, but it's 4.5 KSLOC of code that uses QDox heavily. Instead I decided to remove javadoc:fix MOJO as it is not used in Fedora and it would take too much time to port it.
