Description of problem:
"virt-who.d" isn't exist under the /etc/, it block us to configure virt-who run at multi-mode.

virt-who-0.11-2.el7.noarch

Steps to Reproduce:
1. After rhel7.1, go to /etc/ , check the virt-who.d directory
[root@hp-z220-05 libvirt-test-API]# ll /etc/vi*
-rw-r--r--. 1 root root 1982 Jan 30  2014 /etc/vimrc
-rw-r--r--. 1 root root 1982 Jan 30  2014 /etc/virc


Actual results:
It isn't exist /etc/virt-who.d directory.

Expected results:
It should create /etc/virt-who.d directory by default.

Fixed in virt-who-0.11-3.el7.
