Description of problem:
gnome-initial-setup assumes keyboard layout from selected language, unfortunately it resets layout settings from anaconda.

F21 Beta RC4 Workstation


Steps to Reproduce:
0. Boot installer iso or live iso and start anaconda
1. Select Czech in language selection
2. Add US layout and set it to default (Czech layout as secondary)
3. Proceed in installation with rest of settings in default
4. Reboot
5. At first, Gnome itself has keyboard layouts as was specified in anaconda
6. Proceed in gnome-initial-setup, layouts from anaconda are not respected, unable to select more than one layout

Actual results:
gnome-initial-setup doesn't respect anaconda layout settings

Expected results:
gnome-initial-setup respects anaconda settings and offers to select more than one layout
