Description of problem:

Running ifup gre0 causes the network initscript to go into 'fail' state
because the ifup-ovs calls ifup-eth but the gre0 interface is not visible
to the OS.

# cat /etc/sysconfig/network-scripts/ifcfg-gre0 
DEVICE=gre0
ONBOOT=yes
DEVICETYPE=ovs
TYPE=OVSTunnel
OVS_BRIDGE=ovsbr0
OVS_TUNNEL_TYPE=gre
OVS_TUNNEL_OPTIONS="options:remote_ip=192.168.0.3"

Upstream, 2.3.90

How reproducible:
Always

Steps to Reproduce:
1. Configure the OVS bridge
2. Configure the gre0 interface as described above
3. Reboot the system
4. Check network service status

Actual results:
The service goes into 'fail' state

Expected results:
The service works on both ifup and ifdown.
