Description of problem:
Call report.createAlertSignature() with 'package' argument containing the rpm version of selinux-policy.

I made a scratch build [1] with the proposed patch and Ondřej Pták verified that sealert works as expected: bug #1075452 comment #5

This bug depends on bug #1075452. The proposed patch would prevent setroubleshoot from reporting to Bugzilla with libreport < 2.1.11-12.el7. On the other hand libreport won't provide the policy version in Bugzilla AVC reports without this bug fixed.

We don't have it on ACL. Moving to 7.2
