Description of problem:

On clean el7:

1. yum install ovirt-engine
2. engine-setup with nfs iso domain

Emits an error during closeup stage, because it tries to run 'exportfs -ar' before starting nfs services.

Not sure what exactly changed, as this didn't fail on el6/fedora19.

Workaround is to start nfs services prior to running engine-setup.
