rubygem-staypuft:  The deployment progress in percentage is wrong.


Environment:
rhel-osp-installer-client-0.5.0-4.el7ost.noarch
openstack-puppet-modules-2014.2.4-1.el7ost.noarch
openstack-foreman-installer-3.0.1-1.el7ost.noarch
rhel-osp-installer-0.5.0-4.el7ost.noarch
ruby193-rubygem-staypuft-0.5.0-1.el7ost.noarch
ruby193-rubygem-foreman_openstack_simplify-0.0.6-8.el7ost.noarch


Steps to reproduce:
1. Install rhel-osp-installer.
2. Create and start HAneutron deployment.

Result:
a. At the beginning the controllers and the compute show 12%, but the total percentage is 12.6%
b. After the controllers advance to 49%, the computes retreat to 0%. The total shows: 42.3%

Expected results:
The percentage should reflect the progress and never go down.

inecas/jistr,  can you guys look at this?  I'm not clear if this is a consequence of PuppetSSH or something in Dynflow/Foreman-Tasks.
