Description of problem:

Similar to 987643, navigating to Database on a non-DB instances throws the error

Version-Release number of selected component (if applicable):

5.3.0

How reproducible:

Every time

Steps to Reproduce:
1. Configure > Configuration
2. Diagnostics accordian
3. Select Region
4. Database tab
5. BOOM!

Actual results:

Throws error

Expected results:

Better error or proper screen

Additional info:

/var/www/miq/vmdb/log/production.log from UI appliance is attached.  Please note   it includes the error from the bz earlier today.
