Description of problem:
package rhevm cli/uploaders/log-collectors,... utils for EL7, we don't want to oppress EL7 users (especially those of ppc64 platform).

1. have EL7 and try to use rhevm cli/uploaders/log-collectors,... utils

Actual results:
not possible, no packages exist

Expected results:
should work

they are noarch

el7 support delayed to 4.0
