It was found [1] that the CAPTCHA system used during the registration of a new user could allow a malicious individual to perform a denial of service attack by indiscriminately creating new accounts, thus generating a high load on the server.

This issue is fixed in the upcoming 1.2.18 release of mantis. Upstream patch is available at [2].
