Description of problem:
On Precision m3800 touchscreen works fine before first suspend. After resume, events are not reported anymore, althouth xinput still shows the device

How reproducible:


Steps to Reproduce:
1. Boot up Fedora
2. Close the lid, or suspend laptop by other means
3. resume the Os

Actual results:
Touching screen result in nothhing

Expected results:
touching screen result as touch action

Additional info:
Usbhid quirk from Sputnik project applied (not sure it is needed, iirc touch worked fine without it). It is enough to restart X to get touch back, so reason is unlikely in kernel. usbhid is built-in for default kernel, so rmmod/insmod trick did not help.
