Previously, the Compute service incorrectly handled exceptions when migrating instances between different OpenStack versions. This meant that an instance migrated from an older version would appear to hang forever in the migrating state. With this update, the exception for a 'forbidden version' is now handled correctly, and migrations are properly disallowed.

Due to the non handling of exceptions generated in this case,
the live migration can get stuck in the migrating state.

The upstream commit is for Juno but this impacts RHOS5 due to our backport for bug 1110367

this ticket was verified with RHOS5-RHEL7, see ticket #1191696
We run automation on this image, no issues were found. As agreed we will move this ticket to verify
