Description of problem:

aviator is a new dependency for puppet-openstacklib.

https://github.com/aimonb/puppet_aviator

the latest commit is 848424c8d45ebc1f47010fbd64385ae343c81993
version '0.4.2'

In fact the current puppet-openstacklib in rdo juno uses aviator but it doesn't work because the aviator puppet module is missing.
