Description of problem:
Yum fail to get EPEL repositories when running in FIPS mode

Version-Release number of selected component (if applicable):
epel-release-7.5
RHEL 7.0

How reproducible:
Every single time

Steps to Reproduce:
1. Enable FIPS mode with fips=1 boot=/dev/sdXX in kernel parameter
2. Make sure EPEL repo is enabled
3. yum makecache

Actual results:
Failed to get metalink and yum failed

Expected results:
yum to get repositories information

EPEL 7 entered end-of-life (EOL) status on 2024-06-30.\n\nEPEL 7 is no longer maintained, which means that it\nwill not receive any further security or bug fix updates.\n As a result we are closing this bug.
