Description of problem: 
The directory /etc/ntp does not belong to the "ntp" user account, 
which leads to errors: 
Mar  4 17:41:46 XXXXXXXX ntpd[695]: can't open /etc/ntp/drift.TEMP: 
Permission denied 
 
Version-Release number of selected component (if applicable): 
ntp-4.1.2-4 
 
How reproducible: 
Always. Default user in RPM is wrong. 
 
Steps to Reproduce: 
1. Install ntp 
   
Actual results: 
Error messages 
 
Expected results: 
No error messages ;-)

No! Your configuration file is wrong!

$ rpm -qlv ntp|fgrep drift
