Description of problem:
With 7.1 hosts that are crashed, RHEV-M keeps fence grace period alive with no Power Management configured on the hosts.
Host corrin is not responding. It will stay in Connecting state for a grace period of 120 seconds and after that an attempt to fence the host will be issued.

ok, ovirt-engine-backend-3.6.0-0.0.master.20150726172446.git65db93d.el6.noarch
for a host without PM I got as expected following message:
"Host dell-r210ii-04.rhev.lab.eng.brq.redhat.com is not responding. Host cannot
be fenced automatically because power management for the host is disabled."
Although SSH fence was still executed.
