If we default to adding 4 usbredir devices, we fill up all the emulated USB2 slots, and directly assigned devices are forced to fall back to USB1

This upstream commit changes the default to 2 usbredir devices, we should pull it into RHEL:

With virt-manager-1.1.0-10.el7.noarch

1. #virt-manager 
2. install a guest
3. double click the guest to open it, click "Details" button
4. check the hardware list

Result:
there are 4 usb redirector devices in the list
"USB Redirector 1"
"USB Redirector 2"
"USB Redirector 3"
"USB Redirector 4"

Verify with virt-manager-1.1.0-11.el7.noarch

Result:
Just two usb redirector devices in the list
"USB Redirector 1"
"USB Redirector 2"

Do you think the steps are enough to verify this bug?

yes, these steps show there are only two usb redirector devices added by default.
