Btw, looking at the current version (47) of openstack patches at https://review.openstack.org/#/c/128703/47/nova/virt/libvirt/driver.py I don't see any need to backport the libvirt commit anywhere. In the current version openstack will not try to use normal pages in /domain/memoryBacking/hugepages and they need to keep that code there until the minimal required version of libvirt is 1.2.12. In other words, I suggest closing this as WONTFIX. I can reproduce this issue with libvirt-1.2.8-16.el7.x86_64:

<hugepages>

</hugepages>
</memoryBacking>

# virsh start test3
