How reproducible:
Always

Steps to Reproduce:
1. Minimise an application, e.g. skype or keepassX to the notification area.
2. Drag the mouse to the bottom of the screen to bring up the notification area
3. Move the mouse over the skype and keepassX application icons and notice that the square around the icon is highlghed when the mouse passes over it and a click will bring up the application, but when the mouse is within the center of the square, where the actual application icon is the square does not hghlight and a click does not activate the application but merely colses the notification area.

Actual results:
The Complete area within the area is sensitive to mouse click

Expected results:
There is a hole in the middle where the mouse does not activate the application

I blieve this is new in Fedora 21

This should be fixed in 3.14.3.
