1) Use better url → https://projects.kde.org/projects/frameworks/kpackage
2) Use "make install/fast  DESTDIR=%{buildroot} -C %{_target_platform}" instead of make_install macro
3) %find_lang should be called with --with-man if the package provides localized man pages

No blocking issue spotted, approved.
