Description of problem:
A upload form, what is on the page /rhn/configuration/file/FileDetails.do?cfid= (Detail of a configure file) does not work. When we try to upload new version of a configure file using this form, nothing happens and we get the page "Manage Revisions". This page has got a wrong selected item in submenu (selected item is "Detail"), but this form already works.

Satellite-5.7.0-RHEL6-re20150105.1

How reproducible:
100%

Steps to Reproduce:
1. Create a configuration channel and create/import/upload a some file.
2. Open the detail of this file (/rhn/configuration/file/FileDetails.do?cfid=)
3. At bottom of page, we can try to upload new version of file.
4. After click "Upload File", nothing happens

Actual results:
new version of file is not uploaded

Expected results:
new version of file is uploaded

Additional info:
This is regression against Sat5.6

Verified with spacewalk-java-2.3.8-100.el6sat.noarch
